Maine's Section 28 Services

Section 28 pertains to "MaineCare Rehabilitative and Community Support Services for Children with Cognitive Impairments and Functional Limitations (RCS)."

Rehabilitative and Community Services (RCS) is designed for children and youth up to age 21 with developmental disabilities that impact their daily functioning, such as Autism Spectrum Disorders and Intellectual Disabilities. These services include skill development for daily living activities and behavior management.

Services can be provided in either individual or group settings and aim to enhance the child's ability to function effectively at home and in the community by working towards goals outlined in a treatment plan. Authorization from the Department's designated agent, KEPRO, is required for these services, and they are periodically reviewed to confirm medical necessity.

Services must be authorized by the Department's authorized agent, KEPRO and are reviewed periodically to ensure medical necessity. KEPRO manages all beneficiary complaints and quality of care reviews to ensure consistency in the review process while taking into consideration local factors important to beneficiaries and their families.
